Shaving is as cheap as you get. Waxing lasts longer, though.

Well the best way would be lazer removal, but that is too expensive and not everybody can afford it. Also you could wax, which is a wonderful solution to get rid of unwanted hair, but you said you don’t want to spend a lot of money, so what you can do is either shave, using a good razor, and a good razol gel( never use soap, it dries your skin, and causes ingrown hair), and you can also you those depilatory lotions, like Nair and Veet, they are really good and actually work.
